Activist
is injured as Somali delegates fight

A
fight erupted at the Somali peace talks in Eldoret yesterday,
leaving one person seriously injured.
Uasin
Gishu police chief Joseph Kiget said four delegates attending
the Somalia National Peace and Reconciliation Conference were
arrested in connection with the fighting.
The
fight was sparked by differences over plans to move the talks
from Eldoret to either Nairobi or Thika by February 1.
Eyewitnesses
said a civil society activist sparked the row when he supported
the transfer of the talks.
"A
free for all ensued with delegates pouncing on the professor
breaking his hand. Most delegates detest civil society activists
whom they view as intruders in the talks," an eyewitness
said.
Security
personnel quickly intervened and calmed the situation at the
Sirikwa Hotel, which, together with 10 other hotels, has been
hosting the talks since last October 15.
Mr
Kiget said the activist, a professor, was receiving treatment
at an Eldoret hospital.
Most
delegates are against plans by the Inter-Governmental Authority
on Development (Igad) to move the talks owing to the "freedom"
they have been enjoying in the North Rift town. They had also
acclimatised to the area, they said.
Hoteliers
and suppliers of other services to the delegates feared they
would lose a lot of business should the talks be shifted to
Nairobi.
The
business community, led by hotelier Michael Rono and suppliers
David Sawe and Peter Wafula, said they feared the change of
guard at the Igad technical committee, where Mr Elijah Mwangale
was replaced with Mr Bethwel Kiplagat, could lead to transfer
of the talks to another venue.
An
officer at the technical committee's secretariat confirmed
there were plans to shift the talks to Nairobi but details
had not been finalised.
The
traders appealed to Foreign Affairs minister Kalonzo Musyoka
to let the talks continue in Eldoret.
Since
the talks started, hoteliers have earned more than Sh100 million.
Transporters have also earned their share of money from the
talks, which are in their second phase.

Leaders'
Committee Proposes Delegates for Somaliland
Somali
leaders attending the peace talks in the Kenyan town of Eldoret
have proposed that extra delegates be allocated to represent
the self-declared republic of Somaliland in northwestern Somalia,
according to one of the leaders.
Col
Abdullahi Yusuf Ahmad, the president of the self-declared
autonomous region of Puntland, northeastern Somalia, told
IRIN on Monday that the leaders' committee had agreed to propose
to the Inter-Governmental Authority on Development technical
committee "to give Somaliland 50 extra delegates and
five members in the leaders' committee". The leaders'
committee comprises representatives of faction leaders, the
Transitional National Government and five members of civil
society.
Abdullahi
Yusuf said the leaders had arrived at this decision for the
sake of Somali unity. "We don't want to form a government
without Somaliland," he said. "We should involve
them and consult them. This kind of incentive is for the sake
of Somali unity." He added that it was now up to the
technical committee to take a decision.
Reacting
to the call for the inclusion of Somaliland in the talks,
the Somaliland minister of water and mineral resources, Mahmud
Abdi Farah, said the Somaliland people had made their decision,
put in place a constitution to govern themselves, and held
free and fair elections, official Radio Hargeysa reported
on 26 January.
Somaliland
has consistently maintained that the peace talks do not concern
it, because it is a "sovereign state with de facto recognition".
Somaliland,
a former British protectorate, declared unilateral independence
from the rest of Somalia in 1991, but has received no international
recognition.
Meanwhile,
Abdullahi Yusuf said that the stance adopted by the newly
elected Kenyan government, and the appointment of a highly
respected diplomat to head the talks "will breathe new
life" into the conference. "I am confident that
if the Somalis themselves don't derail them, the talks will
succeed," he asserted.
The
appointment of retired Ambassador Bethwel Kiplagat, to replace
Elijah Mwangale, was officially announced on 18 January.
The
talks, which started on 15 October under the auspices of the
regional Inter-Governmental Authority on Development, have
been dogged by wrangles over representation and allocation
of seats. But they are now expected to move into phase three
in the "next couple of weeks", a source close to
the talks told IRIN.
In
phase three, the delegates will discuss the contentious issue
of power-sharing and the establishment of an all-inclusive
government.
